The New General Technical Requirements for Road Works (GTR 2024) are an official internal guideline issued by Hrvatske ceste d.o.o. These requirements serve as a framework for the preparation of project documentation, contracting works and services, execution of construction works, and professional supervision of construction activities. They form an integral part of contracts.
The GTR 2024 specifies the general requirements for road works and sets minimum quality requirements for works, materials, and products used in construction. It outlines standard works, while special works need to be included in project documentation or specific technical requirements.
The first edition of the GTR was published in 1976, the second in 1989, and the third edition in 2001.
Due to the introduction of new applied technologies, changes in construction regulations over the years especially after Croatia joined the European Union in 2013 and shortcomings identified in practice, the outdated GTR 2001 has been replaced by the new GTR 2024, which consists of 15 books.
When a contract, technical documentation, or bill of quantities mandates compliance with any provision of a specific chapter from any GTR book, the contractor is obligated to carry out the works in accordance with all relevant GTR requirements.
