Pursuant to the Decision of the Government of the Republic of Croatia on adopting the Anti-Corruption Programme for State-Owned Companies in the 2019 – 2020 period (OG 48/19) Hrvatske ceste d.o.o. adopted on 10th January the following "Action plan for implementation of the Anti-Corruption Programme" (pdf).

As a company of special interest to the Republic of Croatia, Hrvatske ceste d.o.o. has established, maintains and permanently improves the Anti-bribery management system in accordance with the requirements of the ISO 37001:2016 standard and Whistleblowing management system in accordance with the requirements of the ISO 37002:2021 standard. In line with the requirements and guidelines ofthe standards, objectives of both systems were
identified and Anti-Bribery and Whistleblowing Policy (pdf) was established, which represents a framework for their implementation, maintenance and continuous improvement.

Confidential person for internal reporting of wrongdoing
Pursuant to the Whistlerblower Protection Act and pursuant to the Decision of the Management Board of Hrvatske ceste d.o.o. a Confidential Person for internal reporting of irregularities and his deputy were appointed. As of the date of entry into force of the Act on Amendments to the Public Internal Financial Control Act (Official Gazette 102/2019), the Confidential Person also became a person responsible for irregularities and has all the obligations of a person responsible for irregularities prescribed by the relevant act and related by-laws.
Whistleblowing Management Function
Hrvatske ceste d.o.o. established the Anti-bribery management system in accordance with the requirements of the ISO 37001:2016 standard and the Whistleblowing management system in accordance with the requirements of the ISO 37002:2021 standard. In November of 2022 the Anti-Bribery and Whistleblowing Policy was determined as a framework for implementation, maintenance and permanent improvement of the established systems.
The Management Board appointed the Anti-Bribery Compliance Function (ABCF) and the Whistleblowing Management Function (WMF).
The Whistleblowing management system includes the possibility of internal and external reporting of irregularities.
